An Evaluation of Buwama CMC and Kawolo Telecentre from a Gender Perspective
Summary
Telecentres were established to promote rural access to information so as to foster rural development. However, technologies are socially constructed and thus have different impacts on women and men. Women’s capacity to exploit the potential of the new ICTs as tools for empowerment is constrained in different ways. Some constraints are linked to factors that affect both women and men for instance technical infrastructure, connection costs, computer literacy and language skills, exacerbated in many cases by gender based determinants which particularly disadvantage women.Read more

ICT Skills Training for Women in Rural Communities in Nigeria
Organization Name: Fantsuam Foundation
[Africa - Nigeria]
Fantsuam Foundation's overall objective is to promote access to ICT facilities and skills' training among women in rural communities in Nigeria. In partnership with these communities, the Foundation is setting up Community Learning Centres (CLCs), where trainings and access to ICT equipment is provided. The BayanLoco Community Learning Centre has been the most successful among the CLCs and received the first African Hafkin Prize. Part of the monetary award was set aside to provide scholarships to women and girls who enrolled in IT skills training at the Centre.
GEM evaluation was used to find out if the services provided in the CLC contribute to women and girls' empowerment. One of the main questions raised in their evaluation was how the CLC was able to address the biases and fears of women in relation to ICTs.Read more
Women's Information for Empowerment
Organization Name: Modemmujer
[Latin America and Caribbean - Mexico]
One of the first women's networks in the region to use email as a strategic dissemination and networking tool was Modemmujer in Mexico. Its mission is to contribute to the empowerment of women and organizations in the feminist movement, focusing on the use of ICT from a gender and social change view.
Modemmujer's evaluation team used GEM to review the gender perspective of their information dissemination activities, as well as the extent to which Modemmujer's work contributes to women's empowerment, and responds to the present needs of the women's movement in the region. They also wanted to see how their electronic lists encouraged the subscribers to use ICT tools in order to promote women’s rights. GEM results have helped them to reaffirm strategies and develop new possibilities for improving their work.Read more

Gender Sensitisation in Community Telecentres

The Association for Interdisciplinary Work (ATI, in Spanish) with the support of Colnodo works in the local telecentres in remote areas of Bogota with the aim of democratising access to new communication technologies and involving the community in the development of tools and contents according to their information needs and interests.
GEM was applied for gender sensitization of local women's groups on the gender and ICT issues and for incorporating a gender perspective into the planning and delivery of ICT training in two local communities.
ICTs as Tools For Rural Women's Empowerment
Organization Name: Isis-Women’s International Cross Cultural Exchange (Isis-WICCE)

In 1993, Isis-WICCE relocated to Africa from Europe with an objective of developing relevant, efficient and effective mechanisms of generating and disseminating information about women in Africa, in order to make their issues visible to the global debates and agenda. In response to the 1995 Beijing Declaration and Platform for Action calling for combating negative portrayals of women, ISIS-WICCE set up rural women’s information units in three districts in Uganda (Mubende, Iganga and Luweero).
One of them, the Mubende Rural Women’s Information Unit, was selected to be evaluated with GEM. The Information Units were set up as the central place for women to meet and acquire skills in generating, processing and disseminating information of concern to women’s issues. The Mubende Unit utilizes both old and new information and communication technologies, which include drama, radio, tape recorders, mobile telephones, television, photocopier, computer and video. In their evaluation ISIS WICCE aimed to document how women leaders are using different type of ICTs, identify areas for improvements, and find out how ICTs contribute to women's empowerment.Read more
